The Warners Pond Management Committee reversed itself on consultant conflict-of-interest rules and flagged a dam maintenance gap.
Other Committee · Meeting of August 20, 2026
CONCORD — The Warners Pond Management Committee reversed itself on consultant conflict-of-interest rules and flagged a dam maintenance gap. Members voted 3-1 to soften draft RFP language that would have barred the firm designing a pond-restoration plan from also bidding on implementation work, then reconsidered and kept the stricter rule, with the option to relax it later if too few bids come in. Staff liaison Delia said the town has about $193,000 budgeted for the first year of the consultant contract, separate from $264,000 already set aside for boat-launch design.
Committee member Dan said a 2024 Department of Public Works manual requires an annual check of the Warners Pond dam's drawdown mechanism that "clearly" has not been happening, calling dam safety maintenance "non-discretionary." The committee also voted unanimously to move its September 17 meeting from 6:30 p.m. to 3 p.m.
