CONCORD — The Concord committee overseeing redevelopment of the former MCI-Concord site voted unanimously to ask the town manager to pursue hiring an outside firm for an independent design review, at a cost under $10,000. Interim Director of Public Works Erin McClostow told the panel that MassDOT's two remaining Route 2 rotary designs each allow only a right-turn-out from the site, with no turn in from the highway, and that the state's final design will not arrive until year's end, not October 1 as previously expected — a delay the chair called something that "raises enormous alarm bells." Deputy Town Manager Megan Zamuto flagged that no funding currently exists to incorporate any review findings into the zoning or site plan. Members also reviewed Concord Housing Foundation data showing a proposed affordability mix would push the project's blended area-median-income figure to 182 percent, and debated whether private recreational use, already permitted as-of-right in commercial zones, should be required rather than simply allowed.
