Light Board hosts public forum on time-of-day electricity rates

Concord Municipal Light Board launches time-of-day electricity rates April 1, 2026. Chair Warren Leon and staff presented the revenue-neutral system featuring three daily periods: Peak (weekdays 3:00 p.m. to 7:00 p.m.), Super Off-Peak (1:00 a.m. to 5:00 a.m.), and Off-Peak (all other times). The transition stems from a 2017 strategic plan and follows installation of new meters and billing infrastructure.
Phase 1 rates, launching with a smaller price differential, will transition to Phase 2 with a higher peak price in 2027; residents may opt out at any time. The Board fielded questions on heat pumps, savings, EV charging, and comparable programs in Groton, Massachusetts, and Sacramento, California.
