Concord Light Board unanimously approves restructured low-income rate assistance for time-of-day era. The Board voted to eliminate the service charge for 118 eligible customers and apply equal discounts across Peak, Off-Peak, and Super Off-Peak rates, targeting current annual subsidy levels. Director Jason Bulger reported expansion of landfill solar from 1.5 to 4 megawatts, completion of middle school site license, and hiring of Jesse Wooster as AMI analyst to support billing system integration.
Broadband migration to XGS PON technology offering gigabit-plus speeds begins late February; the Board will revisit rate assistance when setting 2027 rates with actual usage data in hand.
