Concord Light Board reorganizes leadership amid major billing transition. The board unanimously elected John Dalton as chair and Chris Schaffner as clerk, effective immediately, following the departures of Chair Warren Leon and six-year member Brian Foulds. Director Jason Bulger reported the new time-of-day rate system, which launched April 1, achieved a 99.7% interval data collection rate from residential meters and generated minimal customer complaints during the May 8 rollout of over 3,500 first bills.
Assistant Director Laura Scott presented a vehicle-to-grid pilot rate offering school buses $224 per kilowatt-year in combined energy and capacity credits for grid exports; the board deferred a vote to June. Bulger also announced completion of broadband migration to XGS-PON technology and disclosed that approximately 55 or more utility locations face co-location hazards from fiber placement in electric conduits.
