Light Board cancels R-7 heat pump rate, institutes $6.50 second-meter fee

Concord Municipal Light Board votes to scrap the R-7 residential heat pump rate and impose a $6.50 monthly charge on additional meters. The 4-0 vote, effective April 1, reflects the obsolescence of the R-7 rate under the utility's new Time-of-Day pricing structure; approximately 40 customers currently on R-7 will transition to TOD rates. Director Jason Bulger reported the Light Plant assisted the school district in applying for a nearly $1.4 million grant to reduce costs on a middle school solar project, with a final announcement expected in May.
The Board also addressed a $170,000 variance identified in the 2024 audit between Light Plant records and the Town's, which auditors flagged as a "material weakness"; the Light Plant hired Clifton Larson Allen for forensic reconciliation and switched auditing firms to Goulet, Salvidio & Associates, which specializes in municipal light plant audits.
