Finance Committee approves eight town meeting articles for Annual Town Meeting.

CONCORD — Finance Committee votes on nine town meeting articles for Annual Town Meeting. The committee unanimously recommended eight articles spanning municipal enterprise funds and special expenditures, including a $453,500 light plant payment in lieu of taxes, solid waste operations, sewer system improvements with a 5 percent rate increase, water system operations with a 12.5 percent residential rate increase, PEG access fund operations, and authorization of revolving funds totaling specified amounts under state law. Article 41, establishing a new Stormwater System Enterprise Fund, passed 8 to 1 after discussion over whether Town Meeting or the Public Works Commission should set rates.
Town Moderator Carmin Reiss warned that the stormwater article would likely not appear on the consent calendar.
