CPC approves two project-funding extensions
Concord's Community Preservation Committee opened a summer-long debate over capping reserves held by the Affordable Housing Trust and Conservation Fund.
Other Committee · Meeting of June 9, 2026
Concord's Community Preservation Committee opened a summer-long debate over capping reserves held by the Affordable Housing Trust and Conservation Fund. Vice Chair Jeff Collins raised the idea after consulting Stuart Saginor of the Community Preservation Coalition, who said he knew of no other Massachusetts community with such a cap among roughly 200 with CPA programs. Trust chair Matt Johnson said Concord has allocated only 25 percent of CPA spending to housing historically versus a 33 percent statewide average, calling a cap "the bad message" amid a housing crisis.
Trust member Rich Feely said capping funds now would be "a bad idea at a bad time" given $500,000-to-$600,000 per-unit construction costs. The committee took no vote on the cap question but did unanimously approve extension requests for the Open Space and Recreation Plan Update and Warner's Pond Restoration, and adopted a revised CPC operations manual. The committee also attached a 30-month matching-fund condition to a $600,000 Thoreau Farm Trail grant to the Walden Woods Project.
