CONCORD — The Concord Personnel Board voted 5-0 to add a per diem paramedic classification as the town shifts to in-house advanced life support ambulance service. Fire Chief Whitney said a nearly $1 million FEMA grant funded paramedic training for existing staff, and the board approved a $40-to-$45-an-hour range for short-term hires who will serve as preceptors, saying the town "can provide quicker service, better patient care, provide stability to the ALS system." Members also unanimously approved fiscal 2026 and fiscal 2027 incentive pay plans and reelected Bill Moracek as chair, with Josh Faye voted in as co-chair. The board postponed a vote on its roughly 102-page draft employee handbook, with HR Director Jess identifying about a dozen sections, covering overtime, standby pay and holiday schedules, still needing work.

A draft statement in support of town employees, prompted by anonymous online criticism of a human resources official, was tabled pending review of the board's 1985 charter.
