CONCORD — The Concord MCI Master Plan Committee reviewed an affordable-housing strategy paper and criticized early site designs for the former prison property. Housing Foundation presenter Matt Johnson outlined a plan to grow Concord's affordable housing share from 5.7 percent to 8.2 percent using roughly 900 units at the MCI Concord and Junction Village sites, split among affordable, "attainable" and market-rate units. Committee member Burton warned that framing the plan as a 25 percent five-year increase in housing stock "over what's developed over the last 350 years" would surprise residents.

Members including Sven Weber criticized parking-heavy designs near the town's wastewater treatment plant, calling a plan to squeeze townhouses "between public works and Route 2... a bad idea." The committee also learned that MassDOT officials privately said a curb cut the plan depends on "probably will never happen." The committee approved prior meeting minutes 3-0 with two abstentions and set its next meeting for July 9.
