Other Committee · Meeting of July 2, 2026
CONCORD — The Warner's Pond Management Committee approved a request for proposals for a long-term pond management consultant, backed by roughly $194,000 in available funds. Members spent the July 2 meeting reworking evaluation criteria, cutting six scoring categories to five and settling on weights of 10 percent for RFP responsiveness, 25 percent for qualifications, 10 percent for references, 10 percent for adaptive-management experience and 35 percent for consistency with town goals. Member Carlene Hempel twice lost 5-1 votes seeking language requiring the consultant to perform wildlife and habitat surveys, with member Dan Stapleton warning such tasks could be "unqualified" work for the committee to assign.
Member Nick Pappas warned that excluding herbicide-skeptical residents from stakeholder outreach was "almost guaranteed" to draw abutter objections later. The RFP passed unanimously with an added clause on wildlife expertise after one member lost power and asked the group to vote without him.
