Select Board approves $40,000 solar PILOT deal
Concord Select Board approved a $40,000 fixed annual PILOT payment for a four-megawatt solar and battery expansion at the Walden Street landfill.
Select Board · Meeting of August 3, 2026
Concord Select Board approved a $40,000 fixed annual PILOT payment for a four-megawatt solar and battery expansion at the Walden Street landfill. Chief Financial Officer Jennifer Barrett and Municipal Light Plant Director Jason Bulger told the board the vendor, Kearsarge Concord LLC, won't be taxed on the battery because "the battery is necessary only because of the amount of solar" being added to the site. The board, with Chair Wendy Rovelli presiding, also unanimously approved liquor-license manager changes for Concord Market and NOSH, and adopted a revised Transportation Advisory Committee charge, the first update since 2021.
Members spent nearly an hour debating a still-unfinished Bylaw Codification Committee charge, required by the town charter but delayed, with member Dean Banfield arguing the panel should be described as "doing these things," not merely supporting a consultant. A final version is due for a vote August 17. Town Manager Kerry Lafleur's fiscal 2026 performance review drew a 3.48-out-of-5 composite goal score from the board and a 4.42 leadership score from senior staff under a new 360-degree process.
