Select Board approves solar PILOT agreement for Walden Street expansion

CONCORD — Select Board approves fixed $40,000 annual payment from solar expansion. Chair Wendy Rovelli led the board in unanimously approving a Payment in Lieu of Taxes agreement with Kearsarge Concord LLC for a four-megawatt solar facility on Walden Street, featuring a vendor-funded battery system. The fixed annual payment replaces valuation-based property tax calculations and ensures stable revenue as equipment depreciates.

Municipal Light Plant Director Jason Bulger cautioned that any PILOT increase would raise ratepayer charges. In other business, the board unanimously approved manager changes at NOSH by Concord Market (Madeleine Tillotson) and Concord Market (Dominic Neto), appointed Nikita Subramanian to the Concord Cultural District through May 2029, and approved the Bylaw Codification Committee charge as required by Town Charter.
