CONCORD — Public Works Commission unanimously approves stormwater credit policy. Town Engineer Steve Dookran presented a simplified point-scoring system allowing residential homeowners to claim stormwater fee discounts of up to 25 percent by accumulating points through Best Management Practices such as rain gardens, porous pavement, and downspout disconnection. Director Alan H.
Cathcart reviewed town warrant articles reflecting capital project deferrals totaling approximately $4.5 million, with major cuts to traffic signal improvements ($325,000), pedestrian safety initiatives ($1.25 million), and parking lot rehabilitation ($370,000). An $850,000 cemetery expansion project remains unfunded because the Cemetery Fund is insufficient, forcing town management and the Cemetery Committee to evaluate General Fund options.
