CONCORD — The Public Works Commission rejected two citizen petitions while approving municipal planning funds. The Commission voted unanimously against Citizen Petition 30, a proposed solar rooftop bylaw for municipal buildings, with Commissioner Christine Reynolds and others raising concerns about operational rigidity and staffing demands. The board also voted unanimously against Citizen Petition 42, a composting ratepayer plan, with Commissioner Sven Weber and Director Alan H.
Cathcart citing insufficient financial grounding and staffing constraints that would render it an unfunded mandate. The Commission unanimously approved 600,000 dollars for professional services in Warrant Article 12, allocated toward feasibility studies for a new public safety headquarters, a potential public works campus, and municipal office consolidation.
