CONCORD — Public Works Commission approves prior minutes and reviews two citizen petitions and a five-year road plan. Dean Banfield presented Citizen Petition #30 proposing mandatory solar installations on all new town buildings to help reach the town's 20-megawatt production goal, though commissioners raised concerns about maintenance expertise and whether a bylaw was too constraining. Shelly Karlin presented Citizen Petition #42 on behalf of the High School's Sunrise Movement club, proposing a municipal composting rate payer plan that could save the town over $200,000 annually, but commissioners noted the savings estimate omitted staff overhead costs and cited prior contamination issues.
Town Engineer Steve Dookran presented the road paving program funded by the $27.5 million debt exclusion approved last spring, targeting a Pavement Condition Index increase from 73 to 85 over five years.
