Personnel Board Approves Charge, Defers Handbook Review
Personnel Board · Meeting of July 8, 2026
Concord Personnel Board defers handbook over overtime dispute. The Board unanimously approved its Personnel Board Charge and meeting minutes from May 13 and June 10. During handbook review, the Water and Sewer Division raised concerns about a shift in overtime calculation policy from over eight hours daily to over 40 hours weekly, prompting Human Resources to review the policy language.
The Board deferred handbook adoption until August. Human Resources reported 24 open positions as of June 30, with an average 79-day hiring timeline and a projected annual employee turnover rate of 14.5 percent.
