CONCORD — Historic Districts Commission holds site visit on Black Heritage Trail Markers without quorum. Chair Kate Chartener, Tim Whitney, and Walter Clay attended the 8 a.m. site visit on July 8 to review proposed Black Heritage Trail Marker installations at multiple sites across historic districts in the American Mile, Main Street, North Bridge, and Monument Square neighborhoods. No quorum was present, and no formal deliberations took place.
