Land Use Working Group refines municipal consolidation cost assumptions.

Land Use Working Group · Meeting of January 7, 2026

CONCORD — Land Use Working Group consolidation subcommittee adopts standardized cost benchmarks for municipal facility analysis. The Committee, chaired by Paul Boehm and including Tracey Marano and Mary Hartman, established $500 per square foot for renovations and $700 per square foot for new construction, setting a $31.5 million baseline estimate for Peabody building renovation. Members removed the Ripley property option from further analysis and agreed to apply weighted scoring against financial benefit, staff consolidation, resident convenience, and sustainability criteria.

A follow-up meeting is scheduled for Monday at 2:30 PM to review scoring and finalize the report outline.
