Other Committee · Meeting of October 1, 2026

Concord's MCI Master Plan Committee found that nearly every housing and commercial type proposed for the former prison site would net the town positive revenue. Consultants Phil and Tom presented a fiscal impact model showing combined town-and-school net benefit ranging from roughly $1.57 million to $1.7 million across scenarios of 600 to 1,000 housing units, with a hotel option boosting benefits 30 to 40 percent. Committee member Wendy caught a density error that had understated townhome counts by a factor of 10, warning "someone, other than me, before town meeting, will do the same math as I just did and will shoot this thing down." Select Board member Tom Holdo asked during public comment whether the model included capital costs; consultants confirmed it covers only operating budgets.

The committee also discussed requiring a senior-housing percentage and reviewed a stalled MassDOT redesign of the Route 2 rotary interchange near the site.
