CONCORD — The Concord Personnel Board postponed a vote on employee handbook overtime language after Water and Sewer Division workers objected to a proposed shift to a strict 40-hour weekly overtime standard. Water and Sewer Superintendent Darren told the board the change could push licensed operators to leave amid a statewide "grey wave" of retirements, warning the town "would have a hard time getting people in for emergency responses in the middle of their night." Assistant Town Manager and Director of Human Resources Jessica Porter said the draft had been shared with town leadership since an April 27 meeting but agreed to set the overtime section aside for further review. Resident and retired 30-year Concord police employee Paul McCone called the proposal "a self-inflicted error" under federal wage law.

The board unanimously approved, 4-0, its own governing charge and two sets of prior meeting minutes, and will revisit the handbook at its August 12 meeting.
