Work Group Addresses Legal Risks in Bias Reporting System
Bias & Hate Incident Reporting Work Group · Meeting of August 4, 2026
CONCORD — Work group explores compromises on public records risks in bias reporting system. The Bias & Hate Incident Reporting Work Group discussed Select Board feedback on a proposed hate and bias incident reporting system, focusing on legal concerns about public records disclosure of alleged harm doers' names in incident reports. Chair Paul Boehm said startup costs for fiscal year 2027 are expected to be modest within the existing operating budget, with an estimated quarter-time staff position and potential additional resources in the fiscal year 2028 budget.
The group moved ahead with community engagement planning, including a September 4 forum hosted by the League of Women Voters of Concord-Carlisle, and agreed to consider an evening session for accessibility.
