Trust abandons 91B Main Street deal over contamination risk

CONCORD — The Concord Municipal Affordable Housing Trust votes to abandon acquisition of 91B Main Street. Chair Keith Bergman had sought to acquire the 1.45-acre surplus state property from MassDOT for $600,000 using $500,000 in ARPA funds, but a Phase I Environmental Assessment completed April 9 identified potential groundwater contamination from a nearby former gas station. Town Counsel advised that assuming ownership would expose the town to cleanup liability.
Matt Johnson moved to rescind the February acquisition vote; the motion passed unanimously (6-0). The Trust approved a $350,000 working capital loan to the Concord Housing Development Corporation for its Homeownership Buy Down Program and revised payment schedules for the Assabet River Homes project, with three ownership units scheduled for occupancy between June 2026 and February 2027.
