CONCORD — MCI Concord Master Plan Committee reviews site access and regulatory frameworks for the former MCI redevelopment. Co-chaired by Wendy Rovelli and Dan Gainsboro, the Committee unanimously approved prior meeting minutes and heard from planning consultants Jeff Speck and Nels Nelson on regulatory strategies providing design certainty with flexibility. Committee member Peter Lowitt presented the Unified Permitting Process model from Fort Devens, centralizing planning and zoning functions in exchange for higher sustainability and design standards.
The Committee discussed multiple site access options including Baker Avenue Extension and Route 2 bridge reuse, debated a proposed Commonwealth Avenue roundabout, and agreed the Bruce Freeman Rail Trail would require enhancements for increased traffic.
