Concord Finance Committee launches town operations oversight series. Chair Don Kupka organized four work streams including a new "Debt Deep Dive" to develop a debt capacity model for capital planning, kicking off with one-hour segments each meeting over five sessions. The committee heard presentations from Town Manager Kerry Lafleur, Chief Financial Officer Jennifer Barrett, and departmental heads covering governance structure, the 252.58-FTE general fund workforce, $17.04 million in free cash, and an AAA bond rating.
Town Assessor Meredith Stone reported assessed value grew from $9.38 billion to $9.98 billion, with the property tax base 91 percent residential and 9 percent commercial and industrial. The Finance Committee approved prior meeting minutes by unanimous vote.
