Finance Committee flags $7.3M jump in retirement liability

Concord Finance Committee faces sharp rise in unfunded pension liability during strong investment year. The Retirement Board approved a new funding strategy after the unfunded liability jumped from $21.3 million to $28.6 million, with the funded ratio declining from 91.9 percent to 89.7 percent. Three education support professionals asked the Committee to direct a portion of the town's $5 million in unspent funds toward higher wages.
The Committee reviewed Public Works' five divisions and 65 full-time positions, with major initiatives including a $25 million roads program and $50 million in water system upgrades. Approximately $1.4 million in additional FY27 revenue was identified from permit fees for development projects.
