Finance Committee confronts budget stress: rising pensions, guideline shift

Concord Finance Committee reviews mounting pension liability and considers broader budget guardrails. Chief Financial Officer Jennifer Barrett reported that the Town's unfunded pension liability rose to $28.6 million as of January 1, 2026, up from $21.3 million in 2025, with the Retirement Board projecting an FY28 assessment of $7.89 million. The committee reviewed FY27 budgeted revenue of $147.8 million, with residential property carrying 94 percent of the property tax levy.

Member Paul Rodriguez proposed expanding budget guidelines to cover the full Town and school operating budgets, currently about 50 to 60 percent of the Town budget, and will present revised metrics at the October meeting.
