Zoning Board approves garage expansion, extends tourist home permit.

Zoning Board of Appeals · Meeting of February 12, 2026

Concord Zoning Board approves two major special permit applications. The board unanimously backed a proposal from Heather Bensko, Therben Architecture LLC, on behalf of owners Joel and Sally Hughes to demolish a 440 square foot detached garage and construct a new 770 square foot two-story structure at 196 Hubbard Street, exceeding the maximum floor area ratio by 432 square feet. The design adds a second-floor bedroom and bathroom with no expansion of the footprint.

In a separate matter, the board unanimously renewed a special permit for Sadi Muntasir to operate a tourist home at 219 Commonwealth Avenue for three years, citing two years of trouble-free operation and no neighbor complaints, per Building Commissioner Kevin Pickering.
