Zoning Board · Meeting of August 13, 2026

CONCORD — The Concord Zoning Board of Appeals voted 3-0 on five special permits and a variance in one meeting, adjusting to a new state law reshaping nonconforming-property rules. Chair Theo Kindermans presided as the board granted Dr. Zlata Gvozdenov a one-year permit for personal training at 23 Hill Street with 6 a.m. to 10 p.m. hours and approved a karate studio at 970 Sudbury Road for owner Ian Agranat.

Members also approved Keith Moritz's 5,720-square-foot rebuild at 448 Sudbury Road even though Town Counsel found recent Chapter 40A amendments made the project as-of-right; attorney Jeffrey Ugino called it "not substantially more detrimental" than the existing house. Resident Mike Barker asked, "If this was a moot point from the start, why are we all here?" The board also approved additions at 65 Woodland Road and 441 Main Street, the latter under the state's newly lowered "practical difficulty" variance standard.
