Concord Light Board authorizes counsel response to open meeting law complaint. Resident Paul Macone filed a challenge on August 19, 2026, alleging improper use of executive session when the board discussed power purchase agreements and middle-school solar panels. Town Counsel Mina Makarious argued the complaint was procedurally untimely, filed more than 30 days after the July 14 executive session, and substantively sound on the merits: Exemption 10 properly shields competitively sensitive energy negotiations, and the board has no authority over school real estate.

Board member Chris Schaffner moved to authorize the response, and the board voted unanimously.
