Library Committee approves March minutes, reviews strategic plan draft

Library Committee · Meeting of April 7, 2026

CONCORD — Library Committee approves prior minutes and advances draft strategic plan. The Committee unanimously approved March 3 minutes and reviewed a draft strategic plan from Fast Forward Libraries centered on three strategic directions: deepening community engagement, delivering robust services, and developing unified organizational culture. Library Director Emily Smith reported the FY27 operating budget is fully funded including Sunday hours, and announced her nomination to the Minuteman Library Network Board.

Committee feedback on vision and mission statements drew support; strategic directions prompted suggestions to sharpen outcome measures, clarify volunteer roles, and establish program evaluation systems. Director Smith will present a revised draft in May before staff begins work on an implementation Action Plan and evaluation framework.
