Concord panel reviews revised climate plan actions

Concord's climate plan committee previewed revised draft actions ahead of a September 23 public workshop. Consultant Cassidy of Weston and Sampson said implementation goals and metrics won't be ready until early October, prompting member Fran to push for a more aggressive residential electrification campaign than the current "continued education" language, warning the town is off track for its 2030 goals. Member Pamela argued cost-benefit analyses should account for the "externalized costs" of inaction, floating Concord as a potential net exporter of clean electricity.
Town staff reported Concord is transitioning to in-house advanced life support ambulance service with a grant of nearly $1 million, and that a citizen-petitioned rooftop solar policy for municipal buildings heads to the Select Board within two weeks. Members tabled a composting-program update to October 5 and voted unanimously to approve two backlogged sets of minutes.
