Concord Personnel Board raises traffic and special police officer pay to a flat $70 an hour, up from as low as $20. Police Captain Brian Goldman initially proposed smaller increases, but retired officer Joe Moran, presenting an 11-town survey, argued Concord would still lag the region and pushed for $70, matching the town's police patrol detail rate. "There's set rates for police officers to do the same job that I used to do one day.
Next day, I was a traffic officer," Moran told the board. Members also unanimously adopted a long-debated employee handbook, resolving a dispute over whether paid leave counts toward overtime for non-union administrative staff, and voted to rescind dozens of older personnel policies the handbook replaces, except two still under development.
