CONCORD — Select Board approves conservation fund bylaw with land-purchase oversight. The board voted unanimously to require Select Board approval for all acquisitions made from a $500,000 Community Preservation Committee fund designed to accelerate purchases of priority conservation parcels. The Natural Resources Commission and Director Delia Kaye had opposed the approval requirement, citing state law permitting independent acquisitions by conservation commissions with available funds; the board determined elected-official accountability warranted the constraint.
The fund addresses frequent missed opportunities when property sellers cannot wait for the annual Town Meeting cycle. The bylaw will go to voters at the 2026 Town Meeting.
