Select Board approves NOVO Riverside Commons affordable housing regulatory agreement.

CONCORD — Select Board unanimously authorizes NOVO Riverside Commons regulatory agreement. The board voted to allow Town Manager Kerry Lafleur to execute the Local Initiative Program Regulatory and Use Agreement and a related monitoring agreement for the affordable housing project, which will operate under perpetual affordability restrictions. Attorney Stephanie Kiefer of Kiefer, Smolak and Vaughan, representing NOVO, confirmed the updated agreement incorporates 2026 Area Median Income updates and a revised unit mix.

The board also unanimously approved a revised charge for the Hugh Cargill Trust Committee, expanding membership to six to accommodate applicants with specialized skills; the committee currently distributes $15,000 to $18,000 per month to residents.
