CONCORD — The Concord Finance Committee approved two sets of prior minutes by 14-0 votes as it launched a new "Town Deep Dive" series to study town operations. Chair Don Kupka said the series, running over the next five meetings, grew out of 17 member priorities identified in May and will pair with a new "Debt Deep Dive" work stream on capital planning. Town Manager Kerry Lafleur and Chief Financial Officer Jennifer Barrett walked members through town structure, reporting free cash of $17,040,810 for fiscal 2026 and a maintained AAA bond rating.

Deputy Treasurer/Collector Colleen Rhinhart said a new billing system cut delinquent invoices from roughly 1,000 to 12 in two months. The committee also moved its July meeting to Monday, July 13, and scheduled a June 17 session at the Concord Municipal Light Plant for fiscal 2025 audit results. "This is not a budget review," Kupka said of the new series.
