Concord Finance Committee organizes for FY27, welcoming new members and approving prior minutes. The committee approved minutes from April 16 by a vote of six in favor, zero opposed, and four abstaining, and confirmed a draft calendar proposing meetings on the first Thursday of each month through April 2027. Chair Don Kupka welcomed new appointees Rita Raychaudhuri, a former UN analyst with investment banking experience, and Donald Parker, who brings 39 years in technology and banking plus 15 years of school board service.

Members outlined priorities including enterprise fund transparency, earlier engagement with budget units, and monitoring of audit remediation and development. CFO Jennifer Barrett announced that the Town sold $17.5 million in bonds earlier that day at 3 percent coupon and interest cost, with net proceeds of approximately $16.2 million, supported by Moody's AAA rating.
