Finance Committee Elects New Leadership and Preps for Town Meeting

CONCORD — Finance Committee unanimously elects new leadership for FY28. Don Kupka will serve as Chair, with Lyndsey Lis as Vice Chair, Pat Geyer as Clerk, Gerard Jansen as Vice Clerk, Paul Rodriguez as Guidelines Chair, and Brian Conway as Guidelines Vice Chair; the slate passed 12-0. Chief Financial Officer Jennifer Barrett confirmed that all budget guidelines were met for the first time in three years, with FY27 budgeted at a 1.96 percent property tax increase.
The committee also learned that the Concord Municipal Affordable Housing Trust abandoned its purchase of 91B Main Street due to environmental concerns on an adjacent property, leaving $500,000 in ARPA funds needing redirection before the December 31, 2026 deadline.
