CONCORD — Finance Committee approves FY27 budget at $147.9 million with 1.98 percent growth. CFO Jennifer Barrett reported Free Cash certified at $17,040,810 as of February 26, 2026, with roughly $4 million in warrant articles drawing on the fund; the committee also absorbed an update on a 4.3 percent health insurance cost increase and Carlisle's request to cut regional high school assessment. Land Use Working Group co-chairs Sven Weber and Judith Long presented Phase 1 of a 150-page municipal consolidation study recommending a new fire station in West Concord, sale of five town properties to fund a consolidated office building, rezoning of Peabody and Ripley lands, and a new public works facility on MCI-Concord land, with final recommendations due to the Select Board in July 2026.
