Concord panel debates reusing Building L for DPW

Concord's MCI Master Plan Committee debated reusing an old prison building for a relocated DPW facility and pressed consultants for better financial modeling. DPW representative Erin McCoskey told the panel the department needs about seven acres adjacent to the 3.9-acre wastewater treatment facility, defending a design built around reusing "Building L" despite concerns about noise near planned housing. A member participating by phone warned that Stantec's fiscal model, which showed a preliminary $1.2 million in net annual town revenue, "didn't appear to be factoring in capital improvements," calling that a "red flag." Member Elizabeth urged a stronger communication plan, invoking the town's mixed record on MBTA Communities Act zoning: "The two processes that the planning board's gone through were, one failed... and another one passed." No votes were taken; minutes approval was pushed to the next meeting.
