Concord panel backs zoning change, presses MCI plan

Concord's Economic Vitality Committee presses MCI consultants on hidden numbers, unanimously advances a zoning change. Planning consultant Jeff Adams and colleague Sven briefed the panel on the state's plan for 800 to 1,000 housing units at the former MCI-Concord prison site, but former member Mark Martinez said a claimed "$1 million a year" net benefit excludes capital costs, adding "we haven't seen the details." Sven acknowledged the department pushing the timeline "is not the town," referring to the state's DCAM agency. Combined with Chapter 40B units, Martinez estimated West Concord households would grow roughly 40 percent.
The committee separately voted unanimously to advance a zoning amendment, Article 5.4.5, creating a streamlined framework for temporary events on private commercial property, moved by member Mike and seconded by Tom.
