Concord Climate Panel Votes to Add Governance Chapter

Concord's Climate Action Committee votes to add a governance chapter to its climate plan and presses the light plant on solar rules. Committee member Fran told the panel the Concord Municipal Light Plant continues to reject a power purchase agreement for the 300 Baker Avenue solar project, warning approval "would look like retail competition" to the utility, even as talks over an alternative lease structure continue ahead of a 2027 federal tax-credit deadline. Members debated creating a formal "chief climate officer" post; staff member Megan countered that "I wouldn't see that as a staff decision," outlining a RACI framework dividing authority among the committee, staff and Select Board instead.

The panel reached consensus, without objection, to instruct consultants to add governance language and review the town's ESG banking principles, last set around 2018. Members also tabled two sets of unapproved minutes and noted only one volunteer, so far, for the September 12 Ag Day table.
