CONCORD — Warner's Pond Management Committee defers operating protocol vote after internal split. Chair Christine Denaro withdrawn a proposed operating protocol after Bill Kemeza and Phil Brewer signaled support while Elissa Brown, Carlene Hempel, Nick Pappas, and Dan Stapleton objected on grounds of redundancy and divisiveness. The committee instead advanced work on an adaptive pond management framework, assigning four subcommittees: Phil Brewer will lead stakeholder engagement; Carlene Hempel and Phil Brewer will identify key stakeholders; Elissa Brown and Dan Stapleton will continue a conceptual model; and Christine Denaro and Nick Pappas will draft language for a request for proposal for a pond manager.
The committee noted adaptive management is an iterative, multi-year process drawing on prior pond studies from 1956 and 2012.
