Trails Committee approves November minutes; addresses dog incident and e-bike legislation.

Trails Committee · Meeting of January 27, 2026

Concord Trails Committee approves prior minutes and reviews steward reports on trail conditions across town conservation lands. Steward Alice Galinat reported an altercation at Old Rifle Range involving a man with four unleashed dogs; Chair Bob White said he will add signposts at trailheads to reinforce dog rules. Committee member Bill Kemeza reported on pending state legislation (Bill 2373) classifying e-bike usage defaults on public lands, raising questions about whether state allowances would override Concord's ban on motorized vehicles; Kemeza will continue research and report back.

Committee members expressed dismay over severe vegetation removal at Hanscom Field Air Force Base behind Gaining Ground, where Massport cleared more than approved; the town is coordinating a restoration and replanting plan.
