Concord's Town Meeting voted to loosen joint-parking zoning rules and approved $591,421 for stormwater repairs, while rejecting a Select Board alternative on composting. The zoning change, Article 36, passed by the required two-thirds margin after presenter Mr. Boardman said the old rule's "50 percent" cap forced extra pavement at sites like the Paparazzi Plaza; resident Carol Savoy warned it "assumes perfectly staggered demand that rarely happens in real life." The stormwater vote, drawing on a rate-funded enterprise fund Public Works' Alan Cathcart said is now in its third year, passed unanimously.
On composting, Select Board member Paul Boehm's substitute motion failed; Town Meeting instead adopted Concord-Carlisle High School Sunrise Club leader Eliana Benson's motion directing the town manager to study a town-wide program, over objections from Public Works Commission chair Andrea Solomon, who said "a well-established, efficiently run, cost-effective service" already exists.
