Tax Relief Evaluation Task Force · Meeting of February 19, 2026
CONCORD — The Tax Relief Evaluation Task Force approved draft report sections and refined its quantitative analysis of the Residential Tax Exemption program. Co-chairs Ellen Quackenbush and Lynn Salinger reported that sections on the RTE explainer, context, impact analysis, and alternative programs have been distributed; the Task Force unanimously defined lower-income households as those earning $150,000 or less annually. Ms.
Quackenbush's analysis shows the RTE reaches most qualifying households but is relatively inefficient, with $3.2 million in costs and a $2.4 million breakeven value. Survey data showed 423 respondents favored the RTE and 148 opposed. The Task Force scheduled additional meetings for February 26 and March 5 and 19 to finalize the report and will request Assessor review before completion.
