CONCORD — Tax Relief Evaluation Task Force refined its draft report on the Residential Tax Exemption program and divided on whether to recommend its continuation. Co-chair Lynn Salinger presented a revised third draft incorporating an Executive Summary and comparative rental-housing data for ten Regional Tax Exemption communities in the Greater Boston area. Members including Jon Piper, Abby Gurall White, and Kathi O'Neil favored recommending against continuing the RTE, citing negative impacts on renters and inefficiency in aiding non-stressed homeowners; Rich Feeley agreed to draft a conditional recommendation requiring a substitute property tax relief program for housing cost-stressed elders before discontinuation.
The Task Force will present its findings to the Select Board on April 13.
