CONCORD — The Tax Relief Evaluation Task Force advanced its report on the Residential Tax Exemption program, focusing on subsidy cost distribution and program efficiency. Co-chairs Lynn Salinger and Ellen Quackenbush oversaw discussion of landlord outreach, real estate trends, and survey findings, with members noting that the RTE effectively reaches housing cost stressed homeowners but inefficiently—many non-stressed homeowners in the $1.5 million to $2.0 million range receive benefits. Task Force members estimated landlords may pay $900,000 to $1,000,000 of total RTE subsidy; Jon Piper will meet with John Boynton and analyze regional American Community Survey data for comparison.
The Task Force plans to present final findings to the Select Board by April 12, before Town Meeting.
