CONCORD — The Tax Relief Evaluation Task Force refined its draft report on Concord's Residential Tax Exemption, with Co-chairs Lynn Salinger and Ellen Quackenbush directing edits for Select Board consideration. The report will analyze RTE cost distribution by income, age, and house value using Assessor data and survey responses; the missing Section 5 impact analysis by Quackenbush and Piper is due before the next meeting. Task force members agreed to consolidate edits via Track Changes for Public Meeting Law compliance and requested that Town Assessor review the draft ahead of a March 19 meeting.
The group is also gathering time-series real estate data and Hugh Cargill Trust and senior tax exemption records to show any changes since RTE implementation.
