Concord Planning Board revises Article 34 mixed-use zoning bylaw before Town Meeting. The board voted unanimously on April 14 to remove language that would have conditioned building waivers on 20 percent affordable housing, addressing an unintended conflict that would have made small mixed-use developments financially infeasible. Town Planner Elizabeth Hughes explained the revision would allow projects of any size to request waivers through special permit review while preserving the separate affordable housing requirement for projects with 10 or more units.
The Board also received presentations on updates to the Subdivision Rules and Regulations and a draft Historic Preservation Plan developed by the Historical Commission.
